New Delhi, October 8, 2025 — Prime Minister Narendra Modi on Wednesday reaffirmed India’s determination to strengthen its ‘Make in India’ initiative across key sectors such as mobile manufacturing, semiconductors, and electronics, calling on global investors to capitalize on the country’s rapidly expanding digital and technological ecosystem.
Addressing the 9th edition of the India Mobile Congress (IMC) at Yashobhoomi Convention Centre in New Delhi, the Prime Minister highlighted how India has transitioned from being a technology consumer to a global leader in innovation and digital adoption.
“When I talked about ‘Make in India’, people used to make fun of it,” Modi said, recalling the skepticism the initiative faced in its early years. “They used to say that during their time, it took many years for new technology to reach India. We have an answer to that. The country, which used to struggle for 2G, now has 5G mobile connectivity in most of its districts.”
From 2G to 5G: India’s Digital Transformation
The Prime Minister’s remarks underscored India’s meteoric rise in the field of digital connectivity and mobile technology. Once seen as a late adopter of telecom revolutions, India has now leapfrogged into the 5G era, with extensive rollout across both urban and rural regions.
“Today, India has achieved what many believed was impossible — delivering 5G connectivity to most of its districts within a short span of time,” Modi said. “We are not just consumers of technology anymore; we are creators and exporters of it.”
He also announced the successful launch of India’s indigenous 4G Stack, calling it a major milestone in the country’s technological self-reliance journey. “With this achievement, India has joined the list of just five countries in the world that possess this capability,” he said.

Highlighting the evolution of the India Mobile Congress (IMC), Modi said the event has expanded beyond its initial focus on mobile and telecom sectors. “The IMC is no longer just about mobile phones or telecom — it has now become Asia’s largest digital technology forum,” he remarked.
The Prime Minister credited the success of the IMC to India’s youth, innovators, and startup ecosystem, which have emerged as the backbone of the country’s digital growth. “This success story was written by India’s tax-saving mindset. It was led by our youth, our talented individuals, and accelerated by our innovators and startups,” Modi said.
He emphasized that the government’s consistent backing of innovation, through ease-of-doing-business reforms, tax incentives, and startup-friendly policies, has turned India into a fertile ground for technology-driven entrepreneurship.
“Best Time to Invest in India”: PM Modi’s Global Pitch
Delivering a strong message to global investors, Prime Minister Modi declared that now is the best time to invest in India. He pointed to the country’s fast-growing economy, stable democratic governance, and investor-friendly policies as key reasons why India stands out as an attractive investment destination.
“In terms of user data consumption, India is among the leading countries of the world. Today, 1 GB of wireless data in India costs less than a cup of tea, making it one of the most affordable in the world,” he said.
He noted that such affordability and accessibility have democratized digital connectivity in India, turning it into a necessity rather than a luxury. “Digital access is no longer a privilege — it has become an integral part of every Indian’s life,” the Prime Minister said.
He added that India’s digital public infrastructure — comprising platforms like Aadhaar, UPI, CoWIN, and ONDC — has become a global model for inclusive digital transformation. “Our success in building scalable, secure, and affordable digital infrastructure showcases India’s capability to lead the global digital economy,” Modi said.
Government’s Push for Semiconductors and Electronics Manufacturing
In line with his ‘Make in India’ vision, PM Modi emphasized the government’s continued focus on attracting global manufacturers in the semiconductor and electronics sectors. He cited ongoing reforms such as the Production-Linked Incentive (PLI) schemes, single-window clearances, and simplified compliance frameworks that have made India a preferred hub for electronics manufacturing and assembly.
“Today, the world looks at India not just as a market, but as a manufacturing and innovation partner,” he said. “Our semiconductor and electronics policies are designed to build an ecosystem that supports both global giants and local innovators.”
Industry experts attending the IMC noted that India’s semiconductor mission — including partnerships with firms from the US, Japan, and Taiwan — is expected to significantly reduce import dependency and enhance the country’s technological resilience.
India’s Digital Economy and Global Ambitions
PM Modi’s address also highlighted how India’s digital economy is playing a transformative role in shaping global markets. With over 850 million internet users, India is already the second-largest digital consumer base in the world, expected to contribute $1 trillion to GDP from digital activities by 2030.
He reiterated that the country’s “Digital India” initiative, launched in 2015, has successfully bridged the urban-rural digital divide and empowered citizens with tools for education, healthcare, and financial inclusion.
“Our approach is not just about adopting technology but about empowering people through technology,” Modi said. “Whether it’s fintech, edtech, or healthtech — Indian startups are redefining the digital frontier.”
Scindia: “India’s Ambitions Go Beyond 5G”
Union Minister for Communications and Information Technology Jyotiraditya Scindia, who also addressed the India Mobile Congress, echoed the Prime Minister’s optimism and laid out India’s future roadmap. He said the country’s ambitions “extend beyond 5G,” with plans to secure 10% of global 6G patents over the next decade. “We are not just adopting technology — we are shaping it,” Scindia said.
He also announced that India’s satellite communications sector is on a rapid growth trajectory, with the market expected to triple by 2033. The expansion of satellite broadband and rural connectivity projects, he noted, will ensure last-mile digital access to every Indian citizen.
“India has evolved from being a follower of technology to becoming a digital flagbearer on the global stage,” Scindia said, adding that the nation’s innovation capabilities and public-private partnerships are key to this transformation.

As the India Mobile Congress 2025 showcased cutting-edge innovations from telecom, electronics, and startup sectors, the event also reflected India’s growing confidence in its digital-first future.
