US President Donald Trump and leaders of major technology companies have signed a voluntary accord aimed at strengthening the safety and oversight of frontier AI systems. OpenAI, Anthropic, Google, Meta, Nvidia and xAI are among the companies involved.
The agreement calls for robust internal controls, independent external audits, internal oversight teams and board-level review of AI safety assessments. Companies also committed to addressing systems that could access technical systems in unintended ways.
However, the accord is not legally binding. Trump described it as “morally binding” and compared it to “almost like a constitution”, while the agreement says its principles could eventually be incorporated into laws or regulations.
The move puts the focus on a central AI governance question: should increasingly powerful AI systems primarily be regulated by governments or monitored through industry-led safeguards?
The debate comes as AI companies face growing scrutiny over safety incidents, while policymakers also weigh concerns that stricter rules could slow innovation and affect US competitiveness.
