Blue Cloud Softech Signs MoU With Government of Liberia for National Digital Infrastructure Project

August 03, 2026: Blue Cloud Softech Solutions Ltd. has signed a Memorandum of Understanding (MoU) with the Government of Liberia and GCIB Africa to jointly develop the Liberia National Digital Infrastructure Project (NDIP) through a Public-Private Partnership (PPP) model. The agreement marks the company’s third major engagement in West Africa within a single quarter, strengthening its presence in the region’s digital infrastructure sector.

The MoU aims to support Liberia’s digital transformation by planning, financing, developing and implementing critical national digital infrastructure projects.

Scope of the Project

Under the proposed NDIP, the parties intend to collaborate on several national digital initiatives, including:

  • National Data Centre and sovereign cloud infrastructure
  • National cybersecurity operations centre and CERT/CSIRT
  • Digital identity platform
  • Unified digital payments infrastructure
  • Government enterprise network and e-governance services
  • 5G telecommunications infrastructure
  • Artificial Intelligence and smart government solutions
  • Technical training and workforce development

Subject to feasibility studies and definitive agreements, the parties plan to establish a Special Purpose Vehicle (SPV) in Liberia to develop, finance, own and operate the project.


Expanding Presence in West Africa

Blue Cloud Softech said the Liberia project builds on its recent engagements across West Africa.


The company highlighted:

  • Senegal (April 2026): MoU for a Digital Factory joint venture covering IT, healthcare, infrastructure, education and renewable energy.
  • Liberia Mining & Energy (July 2026): Expression of Interest for AI-powered mine surveillance, digital mining systems and 5G-enabled mining infrastructure.
  • Liberia NDIP (July 2026): National digital infrastructure partnership with the Liberian government.

Management Commentary

CEO Mudraganam Chandrashekar said Liberia represents more than a single project, adding that the company’s partnership model with GCIB Africa has demonstrated its ability to scale across multiple countries. He stated that Blue Cloud aims to build sovereign cloud infrastructure, cybersecurity capabilities and digital public infrastructure that West African nations can own and operate independently.
