TCS Hit by US Green Card Freeze, But Hiring Plans Stay Intact

Tata Consultancy Services (TCS) has said the US decision to suspend its participation in the Permanent Labor Certification (PERM) programme is not expected to affect its workforce strategy or customer engagements.


The US Department of Labor suspended eight technology companies, including TCS, Infosys, Wipro, HCLTech and Microsoft, from PERM processing over allegations concerning the programme’s impact on American workers.


In a regulatory filing on Friday, TCS said its PERM applications had remained in single digits over the past two years. The company added that it would comply with any directives issued by the Department of Labor.


TCS said its US operations focus on local hiring and campus recruitment. The company operates across 31 offices and delivery centres in the country and plans to hire an additional 15,000 people in the US over the next five years.


The PERM programme is the first step in the employer-sponsored green card process for eligible foreign workers. The suspension means new applications and pending cases involving the affected companies will not be processed under the programme, potentially delaying permanent residency plans for employees.


The move follows increased scrutiny of US employment-based immigration programmes, leaving the technology sector watching for further developments.
