US Secretary of State Marco Rubio’s India visit has brought the proposed India-US trade agreement and energy cooperation into focus. Rubio said the countries were “about as close as you can be without having executed the agreement,” adding that only a small number of issues remain unresolved.
Trade Deal Nears Completion
The two countries agreed in February 2026 to work towards an interim trade agreement. The proposed framework included a reduction in US reciprocal tariffs from 25% to 18%, alongside Indian tariff adjustments on selected industrial and agricultural goods.
However, the agreement remains unsigned, with preferential treatment for Indian exports reportedly among the outstanding concerns.
India’s goods exports to the US rose 21% year-on-year to $8.3 billion in August, highlighting the importance of bilateral trade despite continuing negotiations.
Jamnagar Visit Puts Reliance in Focus
Rubio’s visit includes Jamnagar, Gujarat, home to Reliance Industries’ major refining complex. Discussions are expected to explore refining opportunities, energy cooperation and potential bottlenecks. Rubio described India as a “refining superpower” and highlighted Reliance’s ability to process heavy crude.
Energy Ties and Russian Oil
Rubio also acknowledged India’s progress in diversifying its energy portfolio. Reduced purchases of Russian crude and growing interest in alternative supplies have strengthened the focus on US-India energy cooperation.
The key developments to watch are the final trade agreement, the terms India secures for its exporters and any announcements linking Reliance’s refining capabilities with broader US energy investment.
